Cecilia Roe

Cecilia Roe is MSDE'S Director of Instructional Assessment, Professional Learning, and English/Language Arts. Her responsibilities as Director include oversight of the Maryland Title IIA federal grant; state-wide professional learning initiatives; school-based leadership; teacher recruitment and retention; instructional assessment initiatives; and the Bridge Plan for Academic Validation. Cecilia formerly served as a high school specialist in MSDE's Secondary English Language Arts office. Prior to coming to MSDE, Cecilia served as the Coordinator of Secondary English/Language Arts for Baltimore County Public Schools (BCPS). Preceding her tenure in the BCPS central office, Cecilia fulfilled 30 years as a secondary English teacher, department chairperson, team leader, and reading specialist. In addition, she has served as an adjunct instructor for Graduate Programs in the Education Division of Goucher College since 2008.
